Any provider who is authorized under Health Occupations Article to provide mental health services or is licensed, approved, or certified, has the requisite experience and complies with Medicaid and Mental Health Regulations can be a provider in the PMHS.
Participation in the Public Mental Health System
To become a provider under the PMHS, your first step is to contact Medical Assistance (MA) Provider Enrollment at 410-767-5340 to obtain an MA Number. At the same time, you should contact the Office Of Health Care Quality at 877-463-3464 to obtain an application packet.
In order to provide and bill for services under the PMHS, providers must be enrolled in APS Care Connections System. Information about MAPS-MD and how to enroll in the APS Care Connections System can be found at www.apshealthcare.com.

Administrative Policies for Providers Not Registered in the PMHS
In certain circumstances, it may be necessary for non registered providers to provide services to a consumer. These circumstances are outlined in the policies below.
Specialized consumer needs (Medical Assistance Benefit Only)
A consumer with specialized needs who cannot access a provider within the PMHS to address these needs may be given a referral to a non registered provider who can meet the consumers needs.
Emergency Care (Medical Assistance Benefit Only)
A Consumer may receive care from a non registered provider in an emergency situation.
Out-of-State Emergency/Urgent Care (Medical Assistance Benefit Only)
A consumer may receive care from a non registered provider in an emergency or urgent situation when traveling out-of-State.
Consumer Referrals
Medical Assistance (MA) and Non-Medical Assistance consumers who contact or are referred to, MAPS-MD for mental health services will be referred to a provider, or providers, or service according to the policies outlined below.
Consumer Choice : The Mental Hygiene Administration has placed a high value on consumer choice. Consumer wishes and needs drive the referral process. Consumers will be given a choice of providers.
