For nearly a decade, the Maryland Systems Reform effort has engaged in an ongoing examination of human service delivery with the goal being to ensure effective, efficient, and responsive services. Article 49 (d) of the Annotated Code of Maryland provides that each local jurisdiction establish a Local Management Board (LMB) to ensure the implementation of a local, interagency service delivery system for children, youth, and families. It is envisioned by the State that the Local Management Board will act as the vehicle for comprehensive decision making regarding each local jurisdiction’s family and child service delivery needs.

The role of the LMB is to work effectively in partnerships with public and private stakeholders throughout the community and advocate for improving the service delivery system. The County Executive has appointed members to the Baltimore County LMB that represent both public and private interests and possess expertise in the area of children and family issues.

The LMB membership includes the involved local agency directors and private citizens. The Board is aware of the challenging issues facing human service delivery, and is considering them as they shape a strategic plan. The work of the LMB resides in the following categories:

The Governor's Office for Children is committed to ensuring the health and well-being of Maryland's children and youth. Working with community leaders, parent groups, clergy, nonprofit organizations and businesses, we are influencing the way services are designed and delivered to meet the needs of children and families.

The web page for Dorchester County Office of Child and Family Services, otherwise know as the Local Management Board. The LMB was appointed by the Dorchester County Commissioners as the entity to plan and coordinate services for children, youth, and families in Dorchester

The Queen Anne's County Local Management Board (QALMB) is the main entity within Queen Anne's County to stimulate joint action by state and local government, public and private providers, business and industry and community residents into building an effective system of services, supports and opportunities that improves outcomes for children, youth, and families.

The Kent County Local Management Board is made up of private citizens, religious leaders, and directors of public agencies, appointed by the County Commissioners. It has been created through the efforts of the Governor's Office to reform the service delivery system for children and family services. The Board is funded through state and federal dollars.
