Glossary of Key Mental Health Terms

Care Managers: Trained MAPS-MD employees who evaluate your needs, make provider referrals, approve and coordinate care of mental health.
Certified Professional Counselor (CPC): has a Master's degree or doctorate in professional counseling. They should be certified by the Mental Health State Board of Examiners.
Clinical or Counseling Psychologist (Ph.D.): has a Doctor's Degree (Ph.D.) in psychology. A doctoral level psychologist should be licensed by the Maryland State Board of Examiners of Psychologists.
Clinical Social Worker (A.C.S.W., L.C.S.W., L.C.S.W.-C): holds a Masters of Social Work (M.S.W.) with specialization in clinical practice. Should be accredited by the Academy of Certified Social Workers and licensed by the State of Maryland.
Core Service Agency (CSA): Plans and manages services at the local level.
Complaint: Feedback that you are unhappy about some aspect of the Public Mental Health System (PMHS).
Department of Health and Mental Hygiene (DHMH): the state agency which is responsible medical and mental health care. DHMH Website
Grievance: A request from you or your provider for MHP to review a decision they have made about the request for services.
Intensive Outpatient Program (IOP): An alternative to a more intensive level of care. It is used when outpatient care cannot address the severity of the symptoms or when outpatient care has failed.
Managed Care Organization (MCO): Helps you get the care you need for physical health.
APS Healthcare (MAPS-MD): The firm hired by MHA to act as a statewide location to help you or someone you know get the mental health care needed. < Link to their web site>
Medical Assistance Ineligible (MAI - uninsured): Are consumers for whom, because of the severity of mental illness and financial need, the cost of medically necessary and appropriate mental health services will be subsidized by the MHA.
Medicaid (Medical Assistance): the federal / state partnership which provides medical and mental health care coverage for eligible underprivileged individuals. Contact your local Department of Social Services for eligibility information and registration.
Medicare: the federal program administered by the Social Security Administration to provide health care benefits to the elderly and other persons eligible for Social Security benefits.
Medically Necessary: The determination on whether your prescribed treatment is appropriate for your condition.
Mental Hygiene Administration (MHA): the division of the Maryland Department of Health and Mental Hygiene which funds and oversees the PMHS.
Mid-Shore Mental Health Systems, Inc. (MSMHS): Is the Core Service Agency, established as a not for profit 501(c)(3) organization, to serve Caroline, Dorchester, Kent, Queen Anne and Talbot Counties.
Outpatient Mental Health Clinic (OMHC): A program that provides mental health treatment services to consumers on an outpatient basis.
Pastoral Counselor: clergy with training in Clinical Pastoral Education, usually trained in social work, psychology or nursing; certification from American Association for Clinical Pastoral Education; certification optional in Maryland.
Physician Advisors: Physicians employed by MHP to assist Care Managers in making and reviewing decisions about approving care.
Psychiatrist (M.D.): a medical doctor with special training in psychiatry (the study of the mind). This is the only mental health professional who can prescribe drugs. They must be a licensed physician in the state in which he/she practices, board eligible, or certified by the American Board of Psychiatry.
Psychiatric Mental Health Nurse Specialist (M.A., Ph.D., D.S.W.): has a Master's degree in psychiatric nursing: certification requires two years of supervised clinical practice and licensure by the State of Maryland.
Psychoanalysts: specialized in psychoanalytic study through advanced training in psychoanalysis (three years); no licensing procedures in Maryland. Psychiatrists, psychologists, social workers, or nurses can become psychoanalysts.
Pre-authorization: The approval process that determines if a services is medically necessary for your condition. The process also includes referring you to an appropriate provider for your condition.
Psychiatric Rehabilitation Program (PRP): provide rehabilitation and support to individuals to develop and enhance community and independent living skills. Services may be provided at a PRP facility or off-site at a residence, a job, or another appropriate location in the community.
Public Mental Health System (PMHS): Maryland system that provides for medically necessary services for the Medical Assistance recipient and the uninsured consumer (gray area).
Referred Provider: A facility or practitioner to whom the MAPS-MD Care Manager referred you for services.
Residential Rehabilitation Program (RRP): a psychiatric rehabilitation program (PRP) which includes managed housing for members of the program.
